A safety switch, or RCD, is expected on every circuit in a modern board, not just the handful the old rules required.
DIY electrical work is illegal in NSW, and an open switchboard is a poor place to learn that the hard way. Anyone quoting cash-in-hand work on a board isn't licensed to sign off on it.
